Project Status (Updated Sep, 30, 2011)

Engineering, Procurement and Construction Update: Engineering for the project has advanced to the final design.  The Independent Electricity System Operator (IESO) of Ontario has completed its system impact assessment of the project and found that the project will improve the reliability and integrity of the electrical system in the GTA and beyond.  Hydro One has completed its customer impact assessment of the project. 

The Ontario Municipal Board (OMB) has completed a hearing of the project and decided that the plant “will contribute to the supply of electrical power in Mississauga and fulfill a need for electrical power generation within that municipality” and, that “this, in the Board’s view, is a tangible public benefit.”  Greenfield South and the City of Mississauga are now implementing the site plan and related approvals. The City of Mississauga’s Council approved the project’s development agreement and related documents in December, 2008.

Greenfield South has completed the environmental assessment process and all technical and regulatory requirements have been met as verified by the decision of the Director of the Environmental Assessment and Approvals Branch (EAAB) of the Ontario Ministry of the Environment (MOE) issued on January 19, 2006.  The Minister of the Environment confirmed the completion of the environmental assessment process in July, 2008.  The Ministry of the Environment issued the Certificate of Approval (Air) in December, 2008.

All financing needed for construction of the Project was finalized in May 2011. Purchase orders for all major equipment for the facility including the turbines, generators, transformers, heat recovery steam generator, pumps, and compressors, etc. have been placed.  Purchase orders for almost all of the balance of mechanical and electrical equipment and materials have also been placed.  Fabrication of all major equipment is well underway and some has been shipped.

In May 2011, a building permit was issued for the project by the City of Mississauga, and construction began with excavation of the site followed by installation of the concrete foundations for the buildings and equipment. The foundations for all power plant buildings are nearing completion, as is the steam turbogenerator pedestal, the gas turbogenerator pedestal and several other concrete structures.
